On SO, creating sock puppets will get you suspended. But the question is, what if someone creates a fake account and acts like a decoy, e.g. he or she up-votes all of your Q&A, and it will appear to the mods that your account is intensely having voting irregularities; will they find out that the fake user purposely did this just to get the other user suspended, or will they proceed upon arguably agreeing that this user created a sock puppet just to earn some reputation, and suspend the user?

3@WEB_UI - To Cerbrus' point, I talk about the situation of someone trying to get another user suspended here: "People sometimes seem to think that they can pull the equivalent of "SWATting" someone by intentionally serially upvoting an innocent person in an attempt to get them suspended, but that won't do anything.
