A post ban means that a user is blocked from asking new questions, or posting new answers.

Necessary Contribution to Remove Question Ban
The actual formula for determining a post-ban is purposefully kept a secret. This is to prevent people from "gaming" the system by doing barely enough to stay out of a ban.

Possibility to report/flag/downvote a whole user (instead of an answer)
Judge the content, not the person.
Downvote poor content. There are mechanisms in place that will throttle (and, in some cases, prevent questions from) persistent askers of poor questions.
