Where is the topic classifier for a new questioncan I go to figure out which SE site to ask on?

Where is the proper place to submitIf I have a question to which one does not know the answer,that I want answered and therefore, perhaps, does not know the proper topicI am unsure which category it falls under, to learn the proper category so that the question can be posted therehow will I know where to receive answers instead of snarky notes suggestingask it is off-topic?

Obviously, posting on a random site is not a good solution.
