Can't we just lower the bar for the reviews until there are enough interested people to do the reviews? I'm currently blocked on new user posts because I can't edit their question

As someone currently trying to edit a 'First Post' to fix it, this is not helpful. If there are too many edits that need reviews, shouldn't we lower the bar for reviews so more people can help?

In addition to the above, I believe a lot of users shy away from the "Unsalvageable" button due to the belief that would be closing/deleting the question and the negative impact that could have on a new user, especially when their question was salvageable.
