Is SO suffering from its own success?
@CodyGray [the rule exist because...] Sure, and I'm pleased to see this position taken by a moderator. I couldn't count the number of questions I've seen close because they were "too vague" that had been given a concrete usable answer. Those who closed them demonstrated two failures of understanding - not only did they judge the question incorrectly, they failed to recognise their own limitations. On more than one occasion I have seen a question closed as too vague after it was successfully answered. In my opinion that's absurd.

Is it OK to reopen a duplicate question if one disagrees with the accepted answer of the duplicate although they have an answer there too?
@beaker a union of the questions and their answers. People often ask the wrong question in predictable ways due to common misunderstandings. If you forbid alternate formulations of a question you make it a lot harder to find. So aggregate them all into one, and the utility of the resource is greatly improved because it is far more discoverable.

Instead of preventing the use of alternative expressions of equivalent questions, thereby thwarting people who would only know the equivalent phrasing if they didn't need an answer, change the system to present a combined view of alternate expressions of the question and all the answers.

Why can this answer be flagged as "very low quality"?
If you care about the value of SO as a resource then you will watch the video and rewrite the answer to contain the requisite info. Whether you should have to is irrelevant to the fact that closing it or making it harder to find converts a potential future problem into a definite immediate problem.

The new design does not work on IE11
@zero298 Microsoft has expressly deprecated IE and expressly wants you to refrain from accommodating it because otherwise they'll never be rid of the horrible thing. Companies using IE for legacy applications have no motivation or indeed cost justification for disruptive change when there is any other option. Nothing will move them to action short of pulling the rug out from under them.
