When viewing the PHP tag, the notification below will appear when there's a new question:

However when excluding questions in the PHP tag which contain certain tags (for example: [php] -[joomla3.0] -[android], there is no notification about a new question and instead, you have to refresh to see them.

Note: I used the PHP tag as an example.
