I've seen the user removing the regularly on questions, which the user thinks isare of low quality. I believe they're using tag removal, as a shorter alternative to closing the questions  (which requires consensus), to avoid seeing the questions - that they disagree with, on their watchlist. 

To be clear, not all their tag removals were invalid, but some clearly are, and they're done regularly without any opposition.
