I've seen the user removing the regex regularly on questions which the user thinks are of low quality. I believe they're using tag removal as a shorter alternative to closing the questions (which requires consensus), to avoid seeing the questions that they disagree with on their watchlist.
To be clear, not all their tag removals were invalid, but some clearly are, and they're done regularly without any opposition.
