The following is the detailed proposal; conditions and naming can be refined:

If a question matches all those conditions:

  • is more than 365 days old
  • has a score of -1 or less
  • all non-deleted answers have a score of -1 or less
  • has not received any vote in the past 9 days
  • isn't on a meta site

... it will be automatically deleted. These are "abandoned low score", and are termed as RemoveAbandonedLowScore.
