Why do people answer the question in commentcomments and not with an answer post?

I'm quite new on StackExchangeStack Exchange (especially StackOverflowStack Overflow), and I'm disturbed by this answering way.

Why do some "good" users of SOStack Overflow prefer to answer in commentcomments and not with an answer post  ?

Is it a better way to answer a question  ?
