Why are there old questions that are too broad and that are not closed?
@Servy Which simply tells us the community itself has changed. It should go without saying that the rules were never 100% objective to begin with. So if a given rule hasn't changed then, ipso facto, our subjective interpretation and enforcement of it has.

How do you report an underage user to Stack Exchange?
I'm not here to debate policy, so please allow me to ask the important question. Why do you honestly care? If you have so much time on your hands that you can go around poaching strangers who may or may not be violating TOS, I've got some yard work that needs doing. I promise it will be more rewarding.

Introduce an "Obsolete Answer" vote
I don't really support this idea. Sure, software and libraries get updated, but that doesn't mean they aren't used by anyone anymore. In theory, newer and more relevant questions/answers will get more upvotes anyways (thus making them easier to find.)

My question is being upvoted, but not the accepted (right) answer
To expand on what Fabricio pointed out.. On SO especially, selected answers can often be too specific, not optimal, etc. Popular questions draw a lot of attention, so even years after the question was asked, folks will still post answers that are more optimized or more relevant (libraries and such are always being updated) than the selected one. I generally always upvote a question that leads me to an answer, which may or may not be the selected answer.
