Tag removals must be discussed and documented on Meta
"We do not want this to be done in the shadows where significant damage could be done by a single user." sounds like something that should be rate limited instead of finding out about it after the fact...

@dfd From the "tour" page (emphasis mine): "Stack Overflow is a question and answer site for professional and enthusiast programmers." Nowhere does it state a requirement for "experienced" (and how do you even quantify that, it's subjective). I'd argue that OP posting here only reinforces that they are definitely an enthusiast. Long story short, I think your assessment is way off base.

How did this question even get past the minimum character amount safeguards?
"we do have the next best thing: an army of users who like to keep Stack Overflow a more-or-less tidy place." - It's been quite obvious for a long time that doesn't scale, and despite all the effort put in, SO is not a more-or-less tidy place.

Synonymize/Merge tags: [scrollbar] and [scrollbars] (and maybe [browser-scrollbars])
One could argue that we don't need a tag for either. I mean, do we really need tags for individual user components? Do we need a button tag as well?

Communication with the mods who have been inactive about why they were inactive probably would go a long way.

Warlords of Documentation: A Proposed Expansion of Stack Overflow
How is advertsing going to be integrated into the documentation pages? I can't imagine that it won't, and it's going to impact UX, so might as well plan for it/get it out of the way/discuss it now.
