Question quality is dropping on Stack Overflow
Quality is dropping because this is SO. As more people see not-so-great questions, more people come here to post that quality of question. You know the saying, birds of a feather flock together?

Why downvote an already accepted answer?
@RichardScriven It's likely you were downvoted for appearing to be whining about your Rep. People are people, and Rep votes don't always make sense. And now I get downvoted for daring to mention Rep ; it's kind of like The Game - you lose just by thinking about it. Subliminally, I think some users innately dislike others who treat the site's gamified Rep as a kind of game despite it being a game mechanic because the questions are real ones and they feel as if their answered question for the purpose of Rep has been made trivial or less important.

Answerers who only use comments
As @GarryVass says, anyone can provide an answer (I remember reading this, too, and I do believe it was Jeff Atwood). So you can answer with someone else's comment. The proper etiquette is to tag the commenter to credit it was theirs, otherwise one sounds like a karma-douche.

Should Stack Overflow moderators have a "standard of duty"?
While moderators are few and especially picked for dedication, it is a deadline none-the-less, and a weekly one. A lot can happen in a week: people get sick, have crises, have babies, loose their jobs, or have other deadlines. It seems like a larger time frame might be better to reflect if the moderator is doing good work. I know this directly contradicts my statement above.

You will always have the issue with those who delay until the end of their measurement time span to make their quota. On the one hand, they have lent a hand with the workload, but the other 6/7 days, everyone else had to make up for them.
