@leigero The flags go to moderators for spam, offense, and other. All others go to community vote (including very low quality). A moderator just happened to review this flag in this case.

The first edit history is pretty ridiculous. Let the OP decide what he wants to ask about. For the second, I see no reason to remove all language tags especially if they mention it in the body. If it is off-topic, just close it.

@MartijnPieters Look specifically at my comment here: meta.stackoverflow.com/questions/266992/… Users without editing privileges are shown a completely different view from others. I may be wrong, but it looks like the same problem to me...
