@leigero The flags go to moderators for spam, offense, and other. All others go to community vote (including very low quality). A moderator just happened to review this flag in this case.

Not really... I can think of a few close reasons: too broad, asking for recommendations, opinion based, probably a duplicate.

If by doomed you mean closed, then perfect.

The first edit history is pretty ridiculous. Let the OP decide what he wants to ask about. For the second, I see no reason to remove all language tags especially if they mention it in the body. If it is off-topic, just close it.

Why edit instead of flagging to close? It doesn't show research effort, is too broad, dumps code...

One problem is the quality of your question. I have almost no idea what you're asking for. You can't just dump code and say to fix it...
