Don't the numbers tell us a temporary tweak to the number of close vote reviews per person/day is in order?
As mentioned before, very few people use up their close votes in the first place, so the major issue is making people participate more in closing questions rather than giving a few more votes to the handful of people trying to soak up the ocean with paper towels.

When will I be able to post questions on my Stack Overflow account again?
@RavindraKushwaha: downvotes are treated just the same as upvotes, in that they are both indicators of low-quality or high-quality questions. They are not personal and shouldn't be taken as such. At the scale Stack Overflow has, it is very difficult to fix up the thousands of questions asked per day, so the asker needs to put some effort into asking a question that's clear and answerable.

When you're asking about "JavaScript" itself, are you just talking about what's defined in the ECMAScript specification, or a browser implementation without other user-land libraries?
