Hats are not awarded instantly; your account is added to a queue that is processed when next there is a bit of time on the server.
Stack Overflow is a busy place and there are many, many other users trying out for hats so it may take some time (up to ~1 hour in some cases) to award hats.

In other words - there's no prize associated with the Hat Dash. If you want to know why someone spends time on it, you'd have to ask them directly.
At least for me, the hat loads after the page --slow enough that I was able to successfully click the "Activity" button prior to the hat covering it over.

What I mean by parent site is that it can't give the secret hat to a specific site, because the Hat Dash has no parent site.

An important note is that while hats can be taken from your closet (eaten by bugs (moths)) the employees (gust of wind) can't blow off a hat on your head - so you get to keep hats that are being worn, regardless or bugs or wind.
