A "live refresh" refers to any automated update that is performed without the need to refresh the page. This includes all of the following:
- Vote Count Updates
- New Answer Notifications
- Post Edit Notifications
- New Comment Notifications
- New Activity Notifications (seen in most question lists)
Live refresh is explicitly disabled on the Stack Overflow homepage due to the volume of posts.
