My stance on bad grammar **in question**: - If I can understand exactly what the asker means even with bad grammar: (suggest) edit and fix it. - If I can't understand some of the matters because of bad grammar, but still meaningful: ask for confirmation using comment, like: > By *bad grammar's downvote*, did you mean *downvote because of bad grammar*? - If I don't understand at all: downvote (it's unclear). Maybe ask OP to reword the question if it's salvageable, and last effort is to flag it. I don't really care with bad grammar in answer as long as it helps solving someone's problem.
