As already explained in @cVpIZ's answer, the second edit was done by a reviewer in the edit review queue. They most likely did not realize that they were editing an answer.

There has been a longstanding issue that posts are not clearly labelled with the post type in the edit review queue. So it can happen very easily that reviewers think they are looking at a question when they are in fact looking at an answer, or vice versa. This is how a post looks in the edit review queue:

None of this shows whether you're looking at a question or an answer. You have to scroll all the way to the bottom to see it indicated in very small text:
