As you can see from the downvote description, one of the reasons for downvoting is a lack of research. The user apparently did not research how to properly use `Random`. [The documentation](https://docs.microsoft.com/en-us/dotnet/api/system.random?view=netframework-4.8#Multiple) talks explicitly about their issue. Also as you say, this is common knowledge among anyone who is remotely familiar with the topic, which means that the user did not take the time to familiarize themselves with the topic before asking. That is why the question was downvoted. Nothing about that is rude.
