What is "debugging details"?

The following image shows at the top of a question which has been closed due to lack of Debugging details.

The debugging details links points to the following closed question page. Which is great but there is nothing to explain on this page what debugging details are.

What debugging details means to me:

It could mean a lot of things and different things to different people. However the close question page states none of this. It does not in anyway try to help the user figure out what "needs debugging details" could mean. While it mean seam obvious what "needs debugging details" means to some new developers and those who do not have English as their first language it may be hard to understand what is wrong with their question.

I would like to suggest that closed question should define what is meant by having a question closed due to lack of debugging details or better yet have its own page.

Yes I realize that the page it self states

Edit the question to include desired behavior, a specific problem or error, and the shortest code necessary to reproduce the problem. This will help others answer the question.

But the debugging details link is there for a reason. Its that that i am questing.

A posible solution would also be to just change

This question needs debugging details. It is not currently accepting anwsers.
