Community moderation means that whichever 3k+ users who are online and sees the question at the time of asking will decide whether the question gets closed, so the treatment of a question will vary based on who's online.

Subtle differences in the question may make users see the question in a more positive light or see it as appropriate.

We can't tell you why any given set of users didn't close a question (but we can tell you whether or not they did the "right" thing).

  • There were less rules back then.

  • We were less strict about enforcing the rules back then.

So you should take the fact that any given question is not closed with a pinch of salt, especially if it's an old question.
