There aren't any popular questions on meta right now. That's why it isn't there.
As soon as a question will get popular, it will re-appear.
The amount of popular questions, and the amount of featured questions, aren't fixed. If there are none, none get displayed. If there are multiple, multiple get displayed (to a maximum of two, I believe).
