I understand why the focus for the template is on debugging questions. This is one of the bigger problems we face with questions. Debugging questions come in missing one or more of the necessary ingredients like it's going out of style. I think a template in this regard is a very good idea.
However... (and that's a big however) There are other types of questions, and even though I don't know the specific statistics, I think it's safe to assume that those types of questions are similarly popular with new question askers. I think focusing on just one type of question will have the unfortunate side effect of being detrimental to the experience of those asking different types of questions.
Therefor I believe that in order for this template idea to work, the asker should be prompted for the type of question they are asking before receiving a template. This way we could provide specific advice for each different type of question.
