The idea here is an attempt to differentiate a 10-years-professional-being-3-after-undergraduation from a 10-years-professional-after-undergraduation, which seems a relevant measure in terms of professional work time.
A potential cave eat is that I'm not sure if it would be useful world wide - but in Brazil, for example, some programmers have started to work as technicians, hence that new measure would fit nicely.
Another potential cave eat is that there are lots of great programmers that haven't completed or even started undergraduation and already work professionally - but I do feel that it would also be interesting to take a look into those cases to reveal the importance of formal education in a different point of view.
