He's running the US national security council (the people who do kill decisions on drone strikes and other military action), wrote the resolution being talked about, is was maximizing harm caused by the order.
Failing to speak out in this case is being a quisling.

Standing up against a major world power becoming a fascist dictatorship is something you either do, or you don't do. Apologizing because fascism is popular is understandable, but morally wrong.
