Why are 5 close votes required to close a question?

Why not 4? Why not 6?

What empirical evidence is available to show the effects of changing the number of close votes required on SO or any site?

As a tangent, the close vote queue has been a constant source of pain. What recent efforts (June 2014) are currently being made to clean this up?
