Very good idea, bearing in mind also suggestions by ArtOfCode in his answer. I once made a simple calculation of what would happen if new users wouldn't be able to ask questions immediately in this answer: Huge close votes review queue on Stack Overflow. Although the idea was different, these calculations partially apply here as well and suggest that it is possible that only a little number of good questions would be lost and huge number of bad questions wouldn't enter the system and spoil the close votes review queue.
