I've asked a question on Stack Overflow, and it wasn't received well. It got downvoted, closed, and perhaps even deleted.

There have been several reports over the past few years of users occasionally getting an error message from Stack Overflow of the following form:
Sorry, your request could not be completed because ...
I have a question about a SQL query, so I put a sql tag on it.
In the comments, people are telling me to "tag my RDBMS".
Why should I do that since I already tagged the programming language?
Suppose I am in chat, and I feel like a Room Owner is picking on me. Maybe they kicked me for a reason I don't agree with, or they're just generally interacting with me in an unwelcoming manner.
A user can answer a question without registering.
When a person decides to register, can they convert their unregistered account to a registered one?
