I just raised a moderator flag and it was dismissed as declined in a short while.

It says "flags should only be used to make mods aware of content that requires their intervention."

Well, I raised the same flag on Music Fans SE and the result was the same as above. The thing, is that it seems like the text "nico-nico-nii" is being blacklisted on SE or something?

Why can't I do "Nico-nico-nii~♡" or even act kawaii/cute/charming via mod flags? And how does this make it "conversational, not actionable?"

    It isn't that it's not allowed, but flagging is for alerting moderators to inappropriate content, or something that only elected moderators can deal with. What do you expect "being charming" to accomplish in a flag that needs an elected moderator to review? There's nothing to review.

    You are abusing flags for nonsense stuff. If I was a moderator, I would have issued a warning and on further abuse suspend your account. So consider yourself lucky. Dec 25 '19 at 15:21
