You can probably make the shape of the t-shirt and lights using SVGs, and the animations with keyframes.
Blinking Animation:

In the @keyframes blinkingText
selector, each percent represents a change at a certain point in the animation. In the .blinking
selector, the animation:blinkingText
represents which @keyframes
animation will be used, the 0.8s
represents the time interval that an iteration of the animation runs for, and the infinite
means that the animation won't stop.
Rotating Animation:
.rotate {
animation: rotate 2s linear infinite;
}
@keyframes rotate {
from {
transform: rotate(0deg);
}
to {
transform: rotate(360deg);
}
