I've checked the tag. It has only 16 questions, all of which are about bitwise operations, and no one is watching it. It has a wiki excerpt:

Doing operations on individual bits or pieces of data shorter than a word, usually in name of efficiency and with a cost in clarity. The main tools are bitwise operations (and, or, etc.), shifts and rotations, and bit masking.

which is also about bit manipulation :

The manipulation of individual bits. Operators used may include bitwise AND, OR, XOR, NOT, left-shift, and right-shift.

I suggests adding it as a synonym to .

Or should we retag those questions and remove the tag?

I'm not sure about the native usage but Google considers "bit fiddling" and "bit twiddling" synonyms of "bit manipulation" when you search for either of them. Below are some example I found

    @opa I've seen bit fiddling a lot more than bit twiddling, which only appears on the bit hacks page that I've always just remembered the Bit Hacks part – phuclv Aug 22 '18 at 4:12

    @opa - I'm with you. This is the first time I have ever heard of bit fiddling but I have always known this as bit twiddling (going back 25 or 30 years for me personally). Wikipedia's bit manipulation entry explicitly mentions twiddling (and bashing), but not fiddling. And of course it was mentioned that twiddling is already a synonym here on SO. – John Y Aug 22 '18 at 4:37

IMO, Yes.

(15 4 Qs) has been around for almost 9 years but not applied at all in the last 12 months.

has been applied to 5,383 Open Qs in almost 10 years including 17 times already this month.

The Usage guides seem very similar and that for quite adequate to cover .

Fragmenting what is essentially the one topic into two pieces is not helpful and a tag applicable to fewer than 2 Qs/year on average is of little use. So there is a strong case for merging the two. A synonym would prevent reappearing but the chances of it doing so are slight. Also, the subject matter experts qualified to suggest a synonym are numerous and as no such synonym has been suggested by them through the routine process it seem the relevant SMEs do not require another synonym.

A mod has offered to handle this but given (a) a huge backlog of synonym requests that only mods can handle (eg), (b) the very few Qs involved and (c) that the Qs seem to require little review other than retagging, I suggest that this should be performed by the general Community, to free time for mods to make more inroads into a backlog.
