I just noticed "No longer needed" is now "Not relevant". Is there an official announcement of this somewhere?

The comment flag dialog has changed again since I posted the question. "Not relevant" is "No longer needed" again, and there's a post on Meta Stack Exchange that seems to be the main place to talk about the comment flagging updates, so it seems this question is "No longer relevant".
