    This really sounds like something specific to your internet connection and nothing to do with SO, but regardless you need to add WAAAAY more details. What device, are you on browser or app, what site, what page, does it happen on wifi or only on mobile data, where are you physically located, etc., etc.

    If you're seeing this in your browser then (a) I would be very surprised if this information is available to scripts running in the browser (b) how would a page that hasn't loaded be able to act upon and display this message anyway? May 7 '18 at 7:15
