In "Review|First Posts" today I came across this post link https://stackoverflow.com/review/first-posts/16346875.
This looks valid answer to me. And I am going to choose "No Action Needed". I am not master in technology but know a little. Looking at question and the contents of answer "set [newRowAtTop] = 'true'" makes me feel that user is "attempting" to answer; it's a guess but not a wild guess. Just that he himself have not tried it before posting as answer.
But on other hand, this is very short and could be better in comments. User do not have commenting rights; so he can't comment. Another point is about "see what happens" which means user is not sure if this will work. Generally, "try this" kind of text look better in comments instead of answer.
So, what is correct action here? The one I am about to take? or flagging this as Not An Answer?
