Both and programs are implementations of Windows Scripting Host (). So, all these three are basically about the same thing - at least either of the first two implies the 3rd. The only difference is cscript can use console operations.

Indeed, all three are about the same thing and do not deserve distinct tags. As such, the following merges have been done and corresponding synonyms created:

I also updated the tag wiki for the master tag.

I was very tempted to make the master tag because it's far more descriptive than a TLA, but I restrained myself from going that far.
