We have a -1 penalty for downvoting answers. From this answer:

Consider it an investment into the quality of the site. By downvoting things, you help send a signal that the material isn't up to the quality you desire. If the post is ultimately deleted, you will get the reputation back.

Based on this, it would be nice to have a summary page that shows us all the answers we've downvoted which have changed and are not deleted.

This would give us the ability to review our downvotes. If the quality of an answer has changed positively, we could decide to change our downvote.
