Last month I came across this and this case of questions in the less popular cmake tag where the user was asked - more or less politely - to slow down with the frequency of their questions and invest more time in researching (or exercise more patience with their previous questions). The comments in both cases where - more or less politely - ignored (or even taken as offense).
I was hoping to find a polite solution without the need to bother a moderator. So far I have seen the following advises:
Flag e.g. as "Duplicate" or "Too broad"
Leave a comment and down-vote
How can other users warn a new user, frequently missing the SO policies for 'How to ask here?'
I tried the first one on several questions in the past, but I never got enough votes to close it (maybe it's just me or not enough people came by). And I don't think the user asking it even sees that there are close votes.
I prefer the second, but I tend to not directly down-vote. The user should have a chance to improve the question. But the problem about this is, that in the cases above I more or less would have done something like a late "serial down-voting" which also seems unfair and is even banned.
But e.g. Why won't the system allow me to ask questions for several days? suggests down-voting is the best option after all. And taking the "Needs to demonstrate research" part from Repository of useful pro-forma comments I just discovered doing my research before asking this question.
So I'm still hoping for a third solution.
