There is no such thing as a "Terribly Poor Question"
The entire premise of this question is flawed and to be honest quiet rude if not just plain mean! There is no such thing as a terribly poor question! Saying that is an insult to the person posting the question!
Never say questions are bad, poor or off-topic for any reason, it is just rude! You should give the them benefit of the doubt. They just want a quick answer to their question, they tried, you are just bashing them with that negative characterization!
I am sure they did their best attempt, which should be good enough for you, I bet you did not do any better when you first joined either!
Answer Everything

That is pretty cut and dry, answer every question about programming. Search that entire page for the word quality, zero times found!
Why do you think "quality" is a concern to the community?
"Quality" is a subjective term anyway, how can you say someone's work is or is not quality work? How arrogant to even think you can! No wonder all the new people say that SO is a mean and unfriendly place on the internet!
Be Quick About It
Answer as quickly as possible, even if you have not read the question for comprehension. Just answer something, one of those mean hi-rep users might close the question as a duplicate or down vote it off the front page before the OP gets the help that they deserve! They will probably publicly shame the person on meta as well! Make sure that never happens by answering as quickly as you can!
While those rude people are typing up comments telling the OP how they failed at asking their question you could have answered and the OP could have had time to ask at least 10 more questions and gotten 10 more answers!
You get just as many rep points for a partial half baked attempt at an answer as you do for a well thought out correct answer. A link with no explanation is probably good enough and will probably get just as many up votes! It does not even have to be correct, there are enough people that might think something is correct that isn't and they will just blindly up-vote your answer anyway!
If you get 12 up votes and 6 down votes on something that took no time you still come out net ahead, way more than you would if you did not answer to begin with or before the answer was closed by those arrogant hi-rep users with a chip on their shoulder!
Always Be Nice
Remember the person you help and do their work today will probably be your manager tomorrow!
Answering their question and up-voting it is the ultimate way to show how nice you are! When they realize how helpful you were to do their work for them when they were some anonymous person, imagine how much you will get to help them now that you are their subordinate!
If they are just your peer, then they will definitely rely on you to help them get that promotion so you will be their subordinate eventually.
If they had gotten the idea that SO is full of rude or mean people they would have never come back to learn how helpful you are!
There is an entire page about being nice! That means it is way more important than some subjective perceived quality measurement that can not be measured like ad clicks!
Never do anything that anyone could ever infer as being rude or mean! No matter what the intent, somebody will be offended and it will be your fault, never do it! You never know who you might be working for tomorrow!
Remember at all times that any thing perceived as rude or mean does not make the internet a better place!
Whether or not the thing is actually rude or mean is irrelevant, The Internet is already a mean and scary place without us adding to it.
And down voting or commenting and telling someone they can improve a question or answer is just being mean and rude. So no matter what never try and tell someone they did less than a perfect job asking a question or providing an answer, you might hurt their feelings and wound their spirit! Never do that, be nice above everything else, remember if you do not have something positive to comment, do not comment! Unless that comment is to tell someone else they are being rude or mean spirited! Then it is ok, because it is you doing it and not someone else!
Remember comments asking for more information imply that they did an incomplete job to begin with and are considered rude as well, never ask for more information or clarification! That would not be nice, so why take the chance on hurting their feelings by accident.
