I'm not quite sure on the history of this account but a comment discussion under a YouTube video has brought to my attention that said user might have intentions to sell their account, and from what I can tell, they were happy to agree to do it before.

The last comment hit my eye, in which the user states that they're "back". I don't know what kind of rules apply here but I'm not entirely sure that this behavior is accepted, so I'd like to know what to do in case I ever stumble upon another case like this.
