When I reviewed some first posts today I was trying to mark this post:

As spam and not an answer. But the pop up told me I should review it before it can be flagged. But that was what I was trying to do. So how can I get able again to flag posts?

    Please don't flag that sort of thing as SPAM. It's not an answer certainly and should be deleted, but reserve SPAM flags to actual SPAM ("an advertisement with no disclosure. It is not useful or relevant, but promotional"). – Mat Oct 21 '14 at 6:11

  • The message isn't asking you to review the post. It is telling you to review your previous flags, specifically to understand why they were declined. It is basically saying "Your recent flags have been declined, before flagging again understand why to ensure you are wasting people's time". – psubsee2003 Oct 21 '14 at 8:49

    @Zaibis you don't have to review them at all. It is a suggestion. But it is a helpful one. IT is supposed to stop and make you think about what you are doing because if you make too make incorrect flags (i.e. flags that get declined) in a short time period, you will be banned from flagging for a short period. – psubsee2003 Oct 21 '14 at 9:17
