But it also says:
Questions asking us to recommend or find a book (...) or other off-site resource are off-topic for Stack Overflow (...).
Given the importance that specifications have in the technical world in general and in software especially, I would consider it strange if questions regarding specifications should be considered off-topic. However, specifications are frequently published in book form and are almost always an "off-site resource".
Nevertheless, there is the tag specifications
, which gives several examples. One of which is the Java Language Specification, available from the Oracle web site (off-site means "site other than Stack Overflow" I assume), and available as a printed book, too.
I consider this is contradictory and needs some clarification.
