I am trying to access the flag pop-up in this deleted question, in order to retract a custom flag that is no longer needed (since the question is now deleted); but every time I try I get the following message:

Unable to load popup - please try again

I am fairly certain that I have done this several times in the past in similar occasions, and the message implies that it is indeed an error (and not some new functionality that forbids opening the flag pop-up in deleted questions).

I can access the pop-up without any issues in existing (i.e. non-deleted) questions. Restarting my PC did not remedy the issue.

So, is it a bug or what?

I'm using Firefox 113.0.2 (64-bit) in Ubuntu.
