They just care if it is answerable and useful to future readers. Sometimes research effort is required, but in a lot of cases it's used in the wrong way to close a question, which is wrong. It might be a downvote reason, but that's abotu it.

The implicit meaning of a downvote is "your question needs improvement" and once again, the onus is on the question asker to figure out why this is; not on the person downvoting to explain themselves.
