Re-opening alone isn't good enough.

Questions have a brief window to show in the Top Questions view. My impression with the re-opened questions I've been able to encounter is the recovered question already seems stale and. They still doesn'tdon't get attention in the same way as a regular new question, and will still tend to go unanswered.

I will say that I really like the proposal. I just think we need to do that and something else.

Most of all, I like that this proposal is likely to act as a modest deterrent to close votes, because any close vote is now likely to also come with a later nag notification to review. And I think that's a good thing:
