is a bit misleading in the part where it says "There's no penalty for asking more questions". Well, although that's technically true (there is indeed no penalty for asking new questions), there is, however, a penalty for the habit of leaving downvoted/closed questions to be deleted by the system and moving on to creating another post (possibly about the same thing) which is something this message fails to address.
The same wording is also used in post notices as indicated by @rene in the comments.
