If you are a beginner at asking questions, then the help center contains plenty of guidance on how to get started. If you are asking about being a beginner in a technology, that's got nothing to do with how welcoming SO is. | |

When you're a beginner you have so many questions about what you're learning (which is fine) but most of the time they'll be too broad, and questions that are too broad are off-topic on SO. | |
