There are minor changes that contribute substantially to a topic. I think it should be up to the reviewers to see if it's a minor edit, like a spelling correction, or a substantial edit worth repreputation points.

The 20 character addition limit will just cause people to game it, rewriting sentancessentences to be slightly longer, etc. Here's an edit I made that is really small (-2 +2 characters), but it has a fairly big impact.
