Sometimes I'll let the user know why I moved their comments into the post, or why I edited it, and sometimes I'll just do it silently. Obviously new information should be in the question, but shouldn't we be teaching new users to use the edit link? Or is teaching by example a better way in your experience? (i.e. make the edit, and explain in the edit message or in a separate comment that the OP should have done it themselves?) I feel like making that a habit would lead to doing a lot of busy-work, and I'd only want to do that to help a question I like. I'd rather down-vote a marginal question if I think the OP isn't making an effort to fit in to the community, and the question is nothing special.
