It is not suitable as tag because SO is for questions about specific programming problems and not psychological effects your design may have on your users. Those are probably suitable for User Experience as already noted. If you feel the need to tag your question with this tag it is most likely off-topic or uses some specific library where that library tag itself should suffice.
Apr 27, 2016 at 7:45 comment added MikeMB Besides software for Psychological applications, Psychology is also important in designing UIs and Websites. I agree, that questions about the psychological effects of xyz might attract opinion-based answers, but I don't think that justifies burnination.
